How many gbs of storage will 200 cameras consume each day? How long with the videos be archived? If you have home security cameras you know that even intermittent recording eats a lot of storage but 24/​7? Mind boggling....

Unfortunately it may only find that stolen cars are driven by the shooters.

You to can build a basic ALPR for about $100 and a little programming that will automatically scan / record plates and identify vehicles make / model / colour and correlate the license plate to the vehicle and count / track / verify owners.
