It’s nothing to be proud of. All it means is the state is collecting taxes in excess. If anything it should be refunded

We are being overtaxed & the windfall is being mismanaged & wasted. CA has never been in worse shape.

And it was really hard to cut the gas tax to relieve the everyday Californian from the highest prices in the country.
