Officials became interested in stopping the fake paper plate thingy only after they realized they were losing money on toll roads. They couldn't care less before that, because the paper plate crooks were smashing, grabbing, and stealing converters.

Good news! Unfortunately I think the ease of using fake Texas plates only emboldened people to use other fake paper plates without fear of punishment. It used to be just lots of Texas, NJ “dealer”, and Pennsylvania. Now it’s states all over (Florida is now popular), paper plates, and even no plates.
