They have been doing this a while. I was trying to get money at 6am for breakfast and I couldn't get in.

Never use an ATM at night there’s always someone watching you.

The article says that Chase is closing several ATM vestibules early, not all of them.

The bank by me (in Queens, and not Chase) has had a revolving door of vagrants living in the ATM vestibule for the past year, and they finally started hiring security to roust them. I consider the main vagrant to be a pretty decent fellow because he flicks his cigarette butts into the street grating rather than leaving them on the sidewalk. A better man might walk them 19 feet to the trash can on the corner, but we neither can't nor shouldn't expect that of people.

Just like Duane Reade/CVS closing stores and locking up products in response to public safety problems.
Then, in the next quarter, the company will say crimes and vagrancy hasn't been an issue anymore.
And the press will dishonestly quote that as if there was no issue to begin with!
