But will anything happen to them? As a UPS driver doing a route by The Palace of Fine Arts I saw the same guys doing the same break ins in the same area for long periods of time. I quit taking pictures to show police because I guess it wasn't helpful.

What a shock: the first guy was arrested in December for the exact same thing. The second guy was arrested in Feb and June for grand theft. Why should we assume anything will be different this time around?
