Unenforced mandates that no one follows don't actually exist. BART could instate this for the rest of time immemorial and it won't impact rider behavior until people regularly get kicked out for not masking.
Let people make their own decision, because it’s what people are doing anyways. It’s not like police fining people for not following it. Just creates unnecessary tension
