Typical Bay Area thinking - spend $$$ on a custom solution when an off the shelf one is readily available. Find out later that the custom solution is a mess and unreliable.

This is so frustrating because payroll systems can be challenging to implement, but they're not impossible...
The problem appear to be that SFUSD was absolutely cucked during negotiations and contract writing. No warranty and no vendor responsibility for data migration seem like massive oversights that any competent procurement process would have avoided.
The laughable contract terms combined with what seems like a custom solution almost guarantee that there will be long-term problems.

District officials have not responded to questions about whether the original vendor providing the EMPower system, Infosys, bears any responsibility for the payroll debacle.
