How about going car-less? Chinatown packs hundreds of people onto those narrow little sidewalks, why not close the streets to cars and let all the businesses spill out into the street.

The city should open up a bank and provide fee free debit cards to undocumented, so cashless businesses can be allowed and the norm. One less thing to rob businesses and individuals over. Especially attacks targeting the Asian community who they know deals mainly in cash.
