Why didn’t they process in 2020, 2021, when they knew since 2019 they were going somewhere

Also passports are good for 5 years..why not apply for passports as soon as gifted as trip was for sons? Even if no travel for 5 years could have renewed. Passport office has had issues for last year.

Reading between the lines, the trip was promised in 2019, it would seem to me her sons would have had passports then? So she let them expire or never had them then either.
