Because incompetent incumbent councillors keep getting reelected without serious opposition. In any case where there there is serious opposition Tory is campaigning to get the incompetent incumbents reelected using phone calls, campaign literature saying the incompetent incumbents are "endorsed by Tory", etc. And there isn't a whole lot of opposition to Tory yet again.

Politics are for rich old people or the children of rich old people. Toronto is a young city-- most of these people are white.

Diversity isn't swapping the skin colour and gender of our masters for people who look like us, it must be swapped for people who think like us.
